The CAAP – Gaspésie-Îles-de-la-Madeleine is here to help you if you are dissatisfied with the health and social services network.
We believe that unsatisfactory experiences should be identified.
Making a complaint is a constructive way to exercise your rights and improve the quality of care and services in the healthcare and social services network.
Mission
We assist and support anyone who wishes to file a complaint about any institution or organization in the health care and social services public network. Our aim is to ensure that users’ rights are respected. To do so, the CAAP informs, advises, and offers direct assistance to individuals throughout the complaint process.
Our role is not to handle your complaint, but to help you through the complaint process.
About Private Seniors’ Residence tenants, our role is not to represent you, but support you and inform you at each step of the process.
Through its approach, the CAAP :
- Acts as a tool to facilitate communication and conciliation with stakeholders throughout the process.
- Promotes a more balanced relationship between users and the network.
- Guides and supports users so they feel heard.
Mandate
CAAP Gaspésie-Îles-de-la-Madeleine is a regional community organization mandated by the Minister of Health and Social Services to assist and support, upon request, people who wish to file a complaint. CAAP is also mandated by the Ministry of Municipal Affairs and Housing to assist and support tenants of private seniors’ residences in their disputes with the landlord.
History
Complaints assistance and support services (CASS) were created in 1993 to establish a more transparent and efficient complaints mechanism.
In 1996, the CASS adopted the name Centre d’assistance et d’accompagnement aux plaintes (CAAP). For 25 years, the CAAP has worked with community organizations in the region to encourage all stakeholders to improve the quality of health care and social services.

The CAAP is a nonprofit organization that relies on voluntary support from members of organizations and individuals.
